The main question is this How do you use Paypal? And secondly Do you really need a bank account? I have a re-loadable card, instead of a bank account...Can it still work?

This is what paypal site says:
Link your bank account and debit or credit card to your PayPal account To link your card to your PayPal account, the billing address on your card statement must match the address on your PayPal account. You can't link a gift card, prepaid card , or one-time-use card to your PayPal account. So, I would think no you can't use a re-load card but I am not positive. Call them and ask.
