How do you sculpt flames?

I've been working on a custom of the Pokemon Rapidash. However, I'm having difficulties with sculpting the flaming mane and tail. I've tried flattening the clay and cutting it into flame shapes, but that's not working. Does anyone have any tips/tutorials on how to sculpt flames?
