Can this be cleaned?

Can anyone tell what this is on the fairy tail's head and chest, and if it's something I would be able to clean if I purchased her? Thank you!

Well it’s a little hard to tell, the chest looks like it might just be scuffed up which can usually be cleaned with some soap, water and a soft toothbrush or if that doesn’t work a magic eraser.
The mark on the head could be paint? Or possibly she was stored up against something and the color transferred. Good news is it doesn’t look like the stain has spread so it’s probably just on the surface, it might come off with acetone

It kinda looks like overall dirt for me, but the chest part looks more like paint. If it doesn't come off with normal cleaning you can try to rub it with rubbing alcohol. Be careful with acetone because it will take off the factory paint. It could be mold but it's probably not

I’d try soap and water and then a magic eraser. Be careful not to get water inside the bird. Be careful around the factory paint with the magic eraser.
