They just mean of their persona with cloven hooves instead of regular pony hooves ^.^

Prince Winter Flurry, the kind of request you're asking about is more customized than most adoptables. You would maybe have to commission somebody, unless someone does an adoptable with that feature. Adoptables are meant to be simplified and easily edited. So a specific feature that isn't common on most ponies usually isn't something that is available as an adoptable request.

I have Microsoft Paint and Gimp and those are 2 art Programs. I Don't know how to draw ponies at all.
