I recently found this picture on the internet,
and I cant figure out what kind of Ember release this is,
I tried to identify and I've seached around but I couldnt find any information.
Does anyone know anything about this realease?

This is actually not a Baby Ember, it is just her pose. This is Baby Blue Ribbon, a mail order associated with a MLP game. More info here.

I don't know that she's rare, but she's occasionally hard to find.

Yep, that's Baby Blue Ribbon. She's quite rare! And so is the board game she came with.
