please help identify this accessory!

i found this accessory that i think might be a g3 or g4 item, i’ll attach the photo. it has a little round bit sticking out that looks like it attaches to a hoof or something else? it fits the hooves of my small and plastic g4 ponies, this could not be mlp at all though! i had a huge interest in mlp, but i also had other sets of assorted toys. lmk if you’ve ever seen it please
