I'm in the US and looking for the following from another US member (to keep shipping quotes down):
Monster High:
Neighthan Rot
Invisibilly

Ever After High:
Dexter Charming

I'd prefer to pay close to retail prices for these if possible. I can pay with Paypal or I can do commissions for doll clothing or crochet items (hats/scarves, amigurumi, baby items, afghans etc)

Not sure if you're looking to buy directly online or if you really want to buy from a person, but Mattelshop currently has Neighthan in stock:

He's annoyingly overpriced (and by the company that makes them!), but I've missed out on finding him 3 times, so I just bought one.

They also have Billy, but he's not in stock yet:
