Help wanted-Baby Sweet celebrations to Bilgewater

Sweet celebrations (baby brother) to Bilgewater help wanted. This little cutie is my character bilgewater, it's hard to see but he has little blue spots in his darker manecolor all over his fur And bicolor mane in two shades of blue. Im looking for advice on turning the baby sweet
celebrations i just bought into him, he will be my first or second g1 custom. (Depending on if i zombify my baby gusty first lol) so I'm very new at this. His coat color is close enough and eyes too but I need tips on removing cutiemarks, adding blue spots, and dyeing his mane and tail especially bicolor dyeing.
(Also if anyone custom makes puppies and thinks they could do splash in a size that atleast somewhat matches these proportions to a Baby celebration for under 10 bucks I'm very interested)
(Art and characters are both mine so I can post them lol also I do art trades for ponies if anyone likes what they see lol)
 
Pure Acetone will take cutie marks off of a pony. I have painted a few custom dogs. I just would have to have a base aka a toy dog you would want painted.

That's the mane issue, I can paint a base too but dunno how to get one that looks like him
 
As far as hair color, you can dye it but I would suggest re-hairing him. It's not hard but does take a little time. You can get the shade you want from http://www.dollyhair.com/ that is where I buy my re-hair tool and replacement hair for customs. It is a small investment but you will use that rehairing tool again and again and again if you do customs. It's worth it if you plan on getting into it as a hobby.
 
Also something I found lately at Walmart that is really nice for doing cutie marks is the paint pens they have in the arts & crafts section. They only cost about $2 each and they come in every color imaginable. They work great on the my little pony plastic. I have used silver and gold on MLP customs for years and they work great. It's nice because you can use a pen to draw on a cutie mark so much easier than trying to paint one on free-handed.
 
I was looking through my Pony parts and came across a Dog from the EQG mini sleep over apple jack set. It would prob work scale wise and she has a bit of fluff to them. Just a idea.
